Bill has over 30 years of experience in the field of Special Education, having served as an itinerant special education teacher and a teacher of primary students with cognitive disabilities in Montana, and as a middle school special educator of students with emotional disabilities in Pennsylvania.  He obtained his BS in Elementary Education and Special Education from Edinboro University of Pennsylvania, and his M.Ed in Special Education and Administration from the University of Pittsburgh.  He then went on to serve as the Director of Special Education for a rural cooperative in Montana, as well as positions as Special Services Director with other school districts in that state. More recently, he has served as a contracted consultant to the Wyoming Department of Education and for TAESE and the Center for Persons with Disabilities, working with school districts in New Mexico.  His areas of expertise include focused monitoring and compliance, school-wide reform, behavior management, research-based strategies for student achievement, and training of paraprofessionals.  Bill currently serves as a Program Coordinator for the Center for Persons with Disabilities and Technical Assistance Excellence in Special Education (TAESE), serving SEA’s and LEA’s over a multi-state area that includes North and South Dakota, Montana, New Mexico, Arizona, and Utah, as well as the Bureau of Indian Education (BIE).
